Mr. Kapil Sibal Minister for Communications & Information Technology AND Minister for Human Resource Development, Government of India.

Kapil Sibal (born August 8, 1948) is a prominent Indian politician and former lawyer and has been a member of Parliament for over 10 years, first in 1998, as Member of Rajya Sabha and in 2004, elected to the Lok Sabha from the Chandni Chowk Parliamentary Constituency. He was christened "Living Legend of the Law" by the International Bar Association in 1994. In 2006, the Government of India honoured him with the third highest civilian award Padma Bhushan for his distinguished services in the field of Public Affairs.  

He graduated from St. Stephens College and went on to do his Masters from Harward Law school. Though he qualified for the prestigious Indian Administrative Service in 1973 but choose to become a lawyer. He soon rose to become one of the top practitioners of the country, and in 1989, he was appointed the Additional Solicitor General of India. In 1994, He achieved the rare distinction of successfully defending a Supreme Court Judge in the impeachment proceedings in Parliament.  

Mr Sibal is an articulate spokesperson of the Congress Party. He was the official Spokesperson of the Party for the 1999 and 2004 Lok Sabha elections. He articulated the party’s position throughout the course of the negotiations on the Indo-US Nuclear Deal.
