There will be 07 plenary sessions. Under the main theme “ICT for sustainable development”, those sessions will include reports of keynote speakers from local and international organizations such as UNDP, UNESCO, professional organizations like ITU, and reports on current situations and experiences of countries from continents and areas worldwide.

PLENARY 2: Gender issues

Time:  Wednesday 26 August 2009, 11.00 – 12.30

Chair:  Ms. Pham Hoai Giang, Head of International relationship Department / member of sidium, Vietnam Woman Union

Introduction: Millennium Development Goal number 3 is to promote gender equality and empower women. The theme will be introduced by three keynote speakers. Also sessions of the commissions will address the topic. The session will deal with questions such as what difficulties do women face when they want to be involved in ICT developments in their country, how to include in (national) policies the big potential of knowledge and workforce, options to cope with cultural differences, what can women’s unions do to enlarge opportunities, what initiatives are taken by different organizations to stimulate a bigger participation of women in ICT, etc.

PLENARY 3 - Best practice country experiences with ICT policies

Introduction: High level officials of different countries will present the main issues of their country ICT policies and share their best practice experiences with implementing these policies. Throughout the rest of the conference the participants will have the opportunity to learn and discuss how the experiences with policies reflect on practical projects.

PLENARY 4 - ICT for Development Policies

Time:  Thursday 27 August 2009, 11.00 – 12.30

Chair:  Dr. Abdul Waheed Khan, Assistant Director-General for Communication and Information, UNESCO, France

Introduction: The former chairman of the UN Global Alliance for ICT and Development (UN-GAID), dr. Craig R. Barrett, in June 2007 combined his observations and experiences into eight recommended national strategies for using technology to advance development. This session will have a few short presentations on the issue, followed by a panel discussion with the presenters of this and the previous session about the way these recommendations are addressed in current policies and/or can be addressed in future policies.

Introduction: This session will address the way free open source software (FOSS) can be used in developing countries in an efficient and effective way. Potential benefits but also pitfalls will be discussed. Initiatives on national and regional level will be presented and experiences will be shared.
